In Russia, such an opportunity arose with the adoption of Federal Law No. 471-FZ of December 27, 2019 “On Amendments to the Federal Law “On Electric Power Industry” regarding the development of microgeneration.” Citizens of the Russian Federation, as well as legal entities registered on the territory of the Russian Federation, can take advantage of the opportunities of this law. What is a microgeneration facility?

With the adoption of the Law, a new concept appeared – a microgeneration facility. This term refers to an object that can produce electrical energy using various autonomous sources and use the produced energy for its own needs (domestic or industrial).

Requirements for microgeneration facilities

  • The consumer must be the legal owner of the item.
  • Power-receiving equipment must be connected to a network with a voltage of up to 1000 Volts.
  • Various energy sources can be used to produce electricity.
  • The maximum power of power receiving equipment should not exceed 15 kW.
  • When transmitting electricity to the central network, equipment should not be used that serves several rooms in the house or is common to the building.
  • An agreement must be concluded for the technological connection of the microgeneration facility and for the purchase of electricity in terms of power receiving equipment.
  • The microgeneration facility must be located in the area of ​​activity of the organization, whose responsibilities include concluding contracts for the purchase and sale of electricity.

How does this law work in practice?

The energy produced by a solar or wind power plant is used primarily to power a home or business, i.e. for your own needs. If consumption decreases, excess energy may be generated and transferred to the network. In addition, the owner may intentionally purchase a power plant whose power exceeds consumption. To sell electricity, you must install a special bidirectional meter. It takes into account the amount of energy purchased and the amount of energy supplied to the grid by the alternative power plant. Electricity supplied to the public network is paid at the same rate as purchased. Calculations are made in the form of offset. If the volume of transferred energy is greater than the volume of energy consumed during the month, then the electricity is purchased by the energy sales organization at a wholesale tariff.

Thus, Law No. 471-FZ makes it possible to significantly reduce the financial costs of electricity, because the consumer does not need to pay for the volume of electrical energy that does not exceed the volume transferred to the network.
